How can i legally get a car title.?

My girlfriend bought a car from a friend and he didnt give her the title (said he had to go get it from his house) its been 2 mon and he keep giving us lame excuses of why he hasnt gave it to us. How can i go about gettin the title . Ive tried filing for a new one and that didnt work
