Trouble financing a car with usaa?

My husband and I just PcsD up to alaska and were in need of a car we got one and now usaa wont finance it. its a 17000 dollar car which is over budget, it wouldnt have been until they told us housing off post was very seldom and not really a good neighborhood so they put us in on poat housing and now we dont get bah anyways. what we are wonderi ng is can we take the car back if usaa will give us a cheaper loan? I know it will mess up our credit big time but I mean ita either that or the car will get repo. I mean we cab afford the car but not comfortably. we would be on a very tight budget. can anyone else give us options on what we can do?
